Memorandum #363: Disability and Accessibility Policy for Students and Employees

Purpose
Community College of Philadelphia (College) is committed to providing access to all individuals in full compliance with the Americans with Disabilities Act (ADA) of 1990, as amended, Sections 503 and 504 of the Rehabilitation Act of 1973, as amended, the Pennsylvania Human Relations Act, and the Philadelphia Fair Practices ordinances. The College’s commitment is also embedded in its policies, such as the Anti-Discrimination and Harassment Complaint Policy, which prohibits discriminatory and harassing conduct and provides resources and processes for addressing and resolving complaints of discrimination, harassment and related violations of the College policy. The College’s commitment to providing access is also set forth in the College’s Strategic Plan: Impact 2025, as well as the College’s 6th Pillar: Diversity, Equity and Inclusion.
Policy
It is the policy of Community College of Philadelphia to provide full access to classrooms, offices, services and programs to all students, employees and visitors. The College will provide access by way of accommodations, accessible course and work materials and facilities, and compliance with all applicable federal, state, local laws and College policies.
Department and Committee Guidelines
College departments and committees should create or revise policies and procedures to ensure that guidelines, standards and practices are inclusive and supportive of students and employees with disabilities, including those who are neurodivergent. For students, such practices include application procedures, training, assistance, and educational support. For employees, such practices include interview, application and promotion procedures, as well as training, job assignment, leave, support (both departmental and administrative), and all other employment-related activities. Because different disabled people have different needs and different thinking and learning styles, flexibility may be required, and guidelines, standards and practices should take this into account when it comes to implementation.
Accountability
Under the direction of the President, the ADA Accessibility Committee, Director of Diversity, Equity and Inclusion (employees), Center on Disability (students), Marketing (events) and Facilities and Construction (buildings and grounds) shall ensure compliance with the policy.
